Ontario Employer Job Offer Stream vs. Workforce Priority Stream: What Changed

All three — along with the rest of the OINP's employer-driven streams — have been folded into a single program: the Workforce Priority stream. Why Ontario Consolidated Its Streams

Before this change, the OINP ran several separate employer-driven streams, each with its own eligibility rules, its own intake process, and its own quirks. Candidates and employers regularly applied to the wrong stream, or missed a stream they actually qualified for simply because the rules were scattered across multiple program pages. The Workforce Priority stream replaces that patchwork with one set of rules and one intake process for both foreign workers with a job offer and self-employed physicians.

What Stayed the Same

• You still generally need a qualifying job offer from an Ontario employer (unless you're a self-employed physician)
• Your occupation's classification still determines your work experience, language, and education requirements — it's just labelled by TEER category now instead of the older NOC skill-level letters
• Employers still need to register and submit a job offer before a candidate can register an Expression of Interest
• The self-employed physician route (formerly its own separate pathway) still exists, largely unchanged, inside the new stream

What Actually Changed

• One intake instead of several — you no longer need to figure out which of multiple streams matches your occupation before applying
• One scoring system — TEER category, wage, work experience, education, language, and regional location all feed into a single ranking, rather than stream-specific criteria
• Simplified employer requirements — Ontario employers now register job offers under one unified process rather than choosing between multiple program tracks

What If I Was Mid-Application Under an Old Stream?
